The Jammu and Kashmir government has faced challenges in implementing the second phase of the three-tier faculty system at Government Medical Colleges (GMCs) in Srinagar and Jammu. While the first phase, which involved upgrading 287 Lecturer positions to Assistant Professors, was completed in 2024, the subsequent phase, essential for creating Associate Professor and Professor roles, remains pending due to financial constraints .
This delay has led to stagnation in faculty career progression and hindered new appointments, exacerbating the existing faculty shortage. The National Medical Commission had previously recommended the adoption of a three-tier system, but the four-tier structure persisted in these institutions until the recent reforms .
The government has acknowledged the issue and is actively working to secure the necessary financial approvals to proceed with the second phase, aiming to enhance the quality of medical education and patient care in the region .
