Thiruvananthapuram and Kochi, two cities in the Indian state of Kerala, have been identified as emerging startup hubs in a survey conducted by NASSCOM in collaboration with Deloitte. These Tier-2 cities are gaining prominence due to their quality human resources, infrastructure, and the presence of science and technology graduates.
The survey examined 26 cities known as the ‘next wave of technology hubs’ and highlighted the growth of vibrant tech ecosystems in Tier-2 cities. Thiruvananthapuram and Kochi stood out for their startup density, lower risk of natural disasters, social infrastructure, and the availability of a talented workforce.

Many companies based in Tier-I cities are showing interest in launching operations in Kochi and Thiruvananthapuram due to their talent pool and favourable conditions.
Both cities offer excellent real estate attractiveness and robust inter- and intra-city connectivity. Thiruvananthapuram holds a slight advantage in technology development and research strengths.
Both cities are categorised as moderate in terms of the ease of doing business compared to other cities.
Kerala’s strong presence in the science and technology sector, along with its exceptional talent pool, contributes to the prominence of these cities as startup hubs.
The CEOs of Technopark and Infopark emphasised the pivotal role these tech parks play in fostering innovation and technology-driven growth in Kerala, positioning the state as a technologically advanced destination on the global stage.
